Obama considers Jimmy Carter to be one of his mentors and has adopted many of Jimmy Carters old failed plans as his own.
Reagan dismantled the program when he took office in 1981. As the gas crises of the 1970's faded into the past, people, including politicians, lost the will to make the changes. Believe me when you have to get up at 3 am and wait in line for hours to get gas not knowing if there'll still be gas to get by the time you get to the pumps, you want things to change. When you're out on a dark country road after midnight because you got a call from a friend of a friend who drives a gas tanker who said he can fill your tank from what's left after he's made his deliveries, you want things to change.
